I think that there could be a lot of fruitful collaboration between the two fields. Then, why don't more political theorists try to learn formal theory and use it as their 'methods'?

There were some attempts at this in the eighties, like the analytical marxists and Taylor trying to use game theory to justify anarchism.
Just didn’t go very far, in part because positive and normative theory have such different goals, and in part because other theorists didn’t engage.

Yes, but it is a part of mainstream formal theory and does take normative political theory seriously. Given the mathematical hurdles to entry, it would seem natural that the intersection of positive and normative theory be more closely associated with formal theory. This is not my field, but it seems like a useful example of the potential compatibility of the two fields in exploring certain topics.
