as bgd said drills and even mill drills are not really meant for any kind of real milling. solid carbide is great but even for the smallest endmills you have to have the machine to run them. without a decently rigid machine and a collet to hold them i would be very worried you will just chip/shatter anything made out of solid carbide, you just can't get away with holding them in a drill chuck.

here are a bunch of good pictures of my latest cnc mini mill concoction. it is made using hdpe board material from the home depot, steel tubing, aluminum and a cast iron angle plate from enco. it ended up being a heavy (more than 40 lbs) and solid little machine. i built this for around $100 not including the 25,000 rpm spindle motor.
mill is way easier (as in, routine), but it's very doable with just a drill press, with or without using end mills vs drill bits chucked in the drill press. there is no cost advantage to doing an 80% - just the satisfaction of doing it yourself, and possible paranoid fantasies that 'the man' doesn't know about one or more of your receivers , if you completed them yourself.

the pm package deal looks like an excellent buy. the dro pkg is also a good buy at $495. i added a digi readout to the spindle, that's been fine so far. as for the power head deal, you can snag a nice 9.6v drill at home depot for $29.95 and add a 3/8 socket to 1/2 drive adapter. the 1/2 female end fits the crank drive on the mill head.
drill bits-a good quality set from home depot, sizes from 1/16' to 1/2' by 16ths. a few long ones are nice to have, i used 'aircraft length' bits sizes 3/32' and 1/8'. these are available from enco.
